Dog owners face fines up to €500 in Livor

Authorities in the Italian port city of Livorno have introduced a new rule requiring dog owners to wash away their pets’ urine from public spaces, or risk fines of up to €500.

The measure was announced by mayor Luca Salvetti following a surge in complaints from residents about unpleasant smells, particularly in parks and children’s play areas.

Under the new regulation, anyone walking a dog—whether the owner or a caretaker—must carry water bottles or spray devices to clean surfaces such as pavements, benches, and even the wheels of parked cars and scooters. Dogs are also prohibited from urinating near doorways, windows, and especially at the entrances of shops, offices, and homes.

In a statement, the city council emphasized that public spaces must be protected to ensure cleanliness, hygiene, and overall quality of life. Officials said the decision responds to numerous reports highlighting discomfort caused by foul odors and potential health concerns linked to liquid animal waste.

The rule will be in force from 20 May to 31 October, a period considered most critical due to higher temperatures and lower rainfall, which can intensify odors.

Livorno already enforces strict rules on cleaning up dog waste, requiring owners to carry equipment to collect excrement and allowing spot checks by authorities. The new measure expands those responsibilities to include urine.

Similar concerns have surfaced elsewhere in Italy. In Bolzano, a proposed dog tax last year sparked debate, with officials suggesting fees for both visiting and resident dogs to help fund street cleaning efforts.
