UK unveils advisory definition on anti-Muslim hate

The UK government has introduced a new advisory definition of anti-Muslim hostility, aiming to help authorities better identify and respond to abuse directed at Muslims amid record levels of hate crimes.

The step follows years of political debate over how to define anti-Muslim hatred in a way that enables consistent enforcement without limiting legitimate discussion about Islamist extremism.

According to official figures, nearly 4,500 hate crimes targeting Muslims were recorded in England and Wales in the year ending March 2025, representing almost half of all religiously motivated offences. The statistics also include incidents involving individuals who were wrongly perceived to be Muslim.

The newly proposed definition—while not legally binding—covers criminal acts such as violence, vandalism, harassment, intimidation and prejudicial stereotyping aimed at Muslims or those perceived to be Muslim.

The government said the guidance is intended to protect people from “unacceptable hostile behaviour that seeks to intimidate and divide,” stressing that protections for free expression remain unchanged. Officials also emphasized that lawful criticism of religion, including Islam, would continue to be protected.

However, some opposition lawmakers have warned that the definition could blur the line between legitimate criticism of religious beliefs and unlawful hate speech, raising concerns it might effectively create a form of blasphemy law.

Several Muslim, Jewish and humanist organizations welcomed the move as a constructive step that could help institutions respond more consistently to anti-Muslim abuse, though they stressed that it must be applied carefully to avoid restricting free speech.
